North Devon can be tricky the difference between catching and not catching can be a few yards. Fishing an unknown spot for long periods waiting for a fish to come along is chancy. Look around for features at low water and be mobile. Target 3 or 4 spots close together and rotate them every half hour.It means walking a bit and travelling light but gives a good chance of finding where the fish are. When you find them it will be worth it.

Have you tried fishing at night?, Bass for example seem a LOT more playfull at night! Find a beach /estuary with good tides. Fish rag and or lug, long and when they are really playfull, short distance(20-30 yards) usually 2 hours before LOW TIDE, and a few hours after should work.
Good luck
