Dover Breakwater is certainly worth fishing - I used to fish it a lot in the 50s and 60 - always finished up with plenty of fish in those days - usually a mixed bag. I see they have now put railings up - there were none in the years I fished it. You had to stay alert at high tide, as the occasional wave came "over the top".
