Unknown Fish

Does any one know what sort of fish this is? I caught him tonight on the eastern arm in Dover. Thanks for your Help.

He had the biggest head and the smallest body. The hook is 1/0 aberdeen so you can see it wasnt that big. Wierd looking thing, I put him back unharmed.
