River Avon (Devon)

Didn't get a chance to fish at the weekend but did take a drive down the tidal road on the Avon estuary in Devon from Aveton Gifford. It looks like an excellent prospect for bass, mullet and flounder and the information boards in the car park seem to back this up (also sea trout) but it does say parts of the estuary are a bass nursery. How can I find out where the nursery areas are and what the fishing restrictions are? My intention is to go back at Whitsun and spend a few hours walking the estuary at dawn or dusk and try to stalk out a few bass or mullet on my carp rod. May also take a fly rod up there one day for the bass (who knows, maybe if I'm fishing at dusk a sea trout may even jump onto the hook ). I'll get some pics while I'm there, it really does look a good place to fish even if I don't catch anything.
