Advise on my ugly boat 401 multiplier

hello people, I have just bought a second hand shakespeare ugly boat 401 multiplier for my trip to norway this weekend. I have never used one before, on the reel there is the usual drag star control, but the is a small 13mm knob which when loosened allows the spool to rattle but when tightened it stop the rattle but the spool still spins free. My friend told me this is meant to add a resistance to the spool when you know the lock off allowing your weight to drop to the bottom, but then stops once the bottom is reached to prevent tangles. When you tighten the know it add no resistance to the spool.

Is this meant to be? the person I bought this from told me it is to toghten and loosen the spool against the bearings.

Any help would be great
