how to fight against poaching

hello,

i am from romania and want to know how in england you fight against the poaching.

basically by policeing
via baliffs on the lakes and club waterways
environment agency patrols
other members / fishermen contacting police if see untoward activity
and landowners basically
warnings of activity via forums etc etc
