Correction to above.
The body seems black painted aluminium but the levers and guard are brass.

I have been told it maybe a
J W Young's Pattern No 17 - Tope & General Sea Reel
but no confirmation yet.I have looked for a picture of this but cant find one.
I am hoping Garry Mills will give me more definate info.

Attached please find a (rather poor) scan from Graham Turners "Fishing Tackle".
The chap to ask is Rupe Atwood
http://www.willowpitch.co.uk/JW_Young_%26_Sons.html who wrote the book you will note that on this page the #17 shown looks slightly different to yours, but has a brake lever.

Looks like this (in Turners) is the one.Many Thanks to all who helped.
As i have no use for the reel i will probably list it on e-bay and see how it goes.
