cat tail rig!

ive a vage memory of seeing this somwhere!
basicaly a short length of line coming off the hook trace critacly balanced with beads floating beads and lead shot?
think the idea is that with the toing and froing of the currant it lifts and sinks the baited hook to attract flatys?
can anyone tell me more about this rig? is it affective? how to you go about making the rig at home, and testing the balance of the tail?

just asking as im getting dry line fever so making my rigs up for the summer infront of the box!
