What would be the best way to fish a fast moving shallow river using worms for bait and its to catch trout

I would fish down stream 20 feet with several maggots on one size 8 hook and a small split shot a foot above the bait. hold the line to feel the hit! If the water is deep use a bigger split shot! You could also use a 1/32 ounce jig head on a size 8 or 10 hook with maggots or small minnows. Hook the minnow through the tail!
