Free fishing ?

Hi all
When a river/stream runs with a bank next to a public road or footpath etc. assuming it’s not a club water and there are no signs to say no fishing, is it free fishing apart from rod licence?

well i think it should be but check
. regardless there are no sign and it runs along a public path .

we have a club water where we have the fishing rights on both banks but the far bank is privately owned and we have a narrow access at the bridge about two foot wide strip and at the side of the drain we have about a six foot strip and we can fish on that bank but we are not to have any gear out side this 6 ft strip .

Wow, what a P.I.A. All water is free here in NE, unless its CompletelY contained on private land w/no natural inlets or outlets (like farm ponds) and the owner pays to stock the water.
Or, the owner can request it, the state will stock fish in it for free, and the owner has to let the public in (for free) if/when asked.

the water is probably owned by someone
think the enviroment agency website has rules(but site wont open at moment)
