Middy 5.5m Power Pole /Whip

Help,

I have decided to try Pole /Whip Fishing and do not know to much about it, i think the biggest Fish is likely to be about 12lbs Carp e.tc., i dont want to spend to much money and i have been recommended the above as a great starter set for only £20.00 and comes with 2 elastics ready a yellow and blue , god knows what that means.

Any info or recommendations would be great.
