Pretty much any bait you can fish with you can fish with a waggler. Any float, bite alarm, quiver tip, bobbin etc is merely a bite indicator and has little relevance to the bait you use. So you can easily use any bait from maggot to meat, pellet to bread on a waggler, it all depends on what species you are after and that's an entirely different subject.

One thing I forgot to add before in regards to fishing the lift method is that the float you use for this method must be not be loaded in any way i.e. it must just float flat on the surface and not cock itself when no weight is attached to the line. Therefore most bodied wagglers (the one's with the fat bottoms) are not suited and traditionally you use instead a Peacock Waggler which is just a straight piece of quill or balsa
