Controller floats ?

I have recently been given a box of fishing gear from a neighbors shed. I've come across a few floats , namely "e.s.p 10g controllers" and I'm not sure how or what to use them for.
They have a swivel inserted into the top with a pre weight attached to the stem.
At first I thought they were pike floats but now I'm not so sure.
Anyone have any ideas ?

they are for floater fishing to help you cast your floating bait further

Ahh cheers. That explains the weird rubbery zombified looking bread in the box too. At first I thought it was real , then I thought it was just rubbish but I reckon it's supposed to be synthetic imitation bread. Quite convincing actually !
