Irrigation Problem..

Im a big river fisher, and we have a irrigation problem down here in Nebraska, it rains we still got irrigaters, and the water is going down, really fast, Im not asking for anyone to come down here, but I have no idea what I should do, just some suggestions would help.. -off topic- if im in the wrong place to post this, please move it but notify me first please.

Irrigation in Nebraska is taking water from our river and putting it into their cornfields, kind of making it sound a little better there but we have a huge problem because in the winter water goes up maybe a foot or two if were lucky and then it's irrigated out, most of us fishers need to look and look for spots.. and we got a real problem, and if there was a way i could help fix it, then i would need suggestions because i can't think of anything that would make them at least slow down.
