Where are all the cod

Been out all over east scotland day/ night high and low tide fished all baits and only got 3 cod since dec one 6lb and two 2.5lb all red not a grey one in sight.Do you think it is the weather or the amount of seals that appear everywhere?

Down in the sussex area there have been a good number of very small codling (10oz or so). A lot more than in previous years though not heard of any real monsters though.
