controller float fishing

HI what would be the best type of rod to use for controller float fishing.

I use the esp range .10/12 foot tail of double strength , size 8 hook ,
bubble floats , or freelining ,
have had a few using a fly rod with a imitation dog biscuit

lots of bait types to use from the dog biscuit , marshmallows , breakfast cereals ,bread cork balls , foam , the bait list is endless
