If the waters shallow enough and you have lots of room uptidings great, otherwise
stick to "down"

which ever suits the conditions best - sometimes both at once. Uptider in the rest, trotting back downtide searching out the ground with the held rod.

As the condition prevails ... depending on tide condition, time of time, depth ... species, reel/line etc ... all has to be taken into consideration, I have no preference of one over the other, will use what ever is the best way to gain the best results … and a bit of Luck come in handy
