Static electric on the pontoon

Where my boat is they have just put in those plastic pontoons there is a ladder against the wall which the pontoon goes up and down with the tide and general sea movement, which is great. but i and my partner keep getting shocks of the ladder. can anyone shine any light on this problem as it cant be normal, and it has happened to others also.

Not the perfect answer I know but try jumping up and holding the ladder, I seem to remember from old physics lessons that this will ground you as you land and not give you a shock. Errr good luck. Jules.
