Question Worms deep ?

Been reading that with a prolonged 'high pressure' in winter the beach fishing is no good because:
  • The quiet sea is not disturbing the shore so no food for the fish being exposed.
  • The cold weather makes the worms go deeper - so no food for fish again

Is this true? I wondered if anybody who digs their own bait find the worms are deeper at the moment?

Supposedly the fish are all feeding a bit further off-shore until the next good 'blows' etc
