Which Rod?

Hi I have been asked for a new rod for the father in law's b-day. I am happy with a 12' rod for my own means but his side of the family seem to think he would be impressed with a 15'. Just wondering what the benefits or negatives of this are compared to a 12' or 13', and also what rod would you recommend for a budget of around £100?

I'm only a novice myself so not well informed. Was looking at the 15' Fox Frontier Shore Master but cant find any independant reviews on it, and the fact it seems to work so hard to advertise itself as a shore master worries me! Any opinions on this?
