in my area there are quite a few nursery areas notably Milford Haven, Loughor Estuary and then Aberthaw.

Milford Haven is fully tidal but is like a huge loch. It has a narrow entrance and then reaches miles inland but has full salinity for several miles inland. Once again the points that you are not allowed to fish past are documented as longitude and latitude. I believe boat anglers are not allowed to use livebaits past these points between april and september whilst shore anglers are not restricted at all.
In the Loughor Estuary there is no bait useage ban but boat anglers must return all bass caught between the restricted dates whilst at Aberthaw (which is open coastline) restricts shore anglers from keeping bass from the designated nursery area (surrounding the warm water outlets) though Im not sure that this restriction applies to boat anglers as its open coastline?

So it seems that rules and regulations for fishing in bass nursery areas differ dependant on the circumstances - for instance i heard that the retention of bass is illegal for a longer period at aberthaw because the bass are there all year round (due to the warm water being pumped out of the power station).
